[HTTPS-Everywhere] Unsigned extension unable to install in Firefox Nightly

In Nightly Builds xpinstall.signatures.required should alway be false by
default, since Nightly it's not a stable build. This makes it easier for
developers to test Add-Ons.
Release builds will have a different handling (planned for 41/42,
referring to the Wiki).
