[User] Dropbear not on git build

Guys,

dropbear is seemingly not enabled in the build I did on
friday. (9035613685ba3cbc32db24cb5c7e7296fca55f67)

I'm attempting to do a review on defaults, and while turning ssh off is
certainly secure, I'm sure that wasn't the plan!
