There's a good news article at <http://news.heartland.org/newspaper-article/2010/05/08/austin-company-provide-free-wi-fi-after-city-failed> on the history of free wireless access in Austin.

Richard MacKinnon is the founder of AWCP and Less Networks (see <http://www.lessnetworks.com/>), and Less Networks is in the business of helping companies set up their own free wireless networks for their customers.  However, so far as I can tell, the Less Networks site also hasn't been updated since sometime in 2012.
