[SSL Observatory] The SSL DB torrents seem to be broken

I finally (Sigh...) got around to following Andy's advice, and am trying
opentracker for the Observatory torrents.

Everyone likes libowfat and Fefe, so hopefully this thing will turn out
to be awesome. Please let me know if you suffer further tracker
reliability problems. The problem has always been with the tracker; the
rtorrent seeders have been ok.
