[HTTPS-Everywhere] New (Bugfix) Release 2017.8.31

There is a new release for HTTPS Everywhere out today.
From the changelog:
2017.8.31
* Add counter badge to indicate how many rulesets are active
* Use Map instead of Object for targets (improves lookups)
* Fix race condition with persistent storage
* Ruleset updates
This is a bugfix release to fix a race condition for retrieving global options. You are advised to update if you use the "Block all unencrypted requests" functionality, or have encountered problems with high-level preferences not persisting after restarting the browser.
This bugfix only effects browsers using `sync` storage. Tor Browser is not affected.
Download from the usual places.
