[HTTPS-Everywhere] Cannot re-enable after disabling via pop-up menu without using about:config

On Fedora 22, if HTTPS Everywhere is disabled with the button's pop-up
menu, said menu cannot re-enable it. Opening about:config and manually
toggling the globalEnabled preference re-enables it.

The extension works as intended on Windows 7 SeaMonkey 2.35. I don't have a
Mac anymore to test on OS X.
