[HTTPS-Everywhere] HTTPS Everywhere 5.0 / 2015.3.23 released

I just flipped the switch to deploy 2015.3.23 to all Chrome Web Store users.

Firefox users will get the auto-update later this week. If you'd like to
install earlier, you can to so at eff.org/https-everywheret
