[HTTPS-Everywhere] rule test fails due to missing certificate(s)

I saw this bug on github and have some questions:

Can someone explain to me (or point me to code) where this stuff happens?
Does the rule test use system's 'curl' command for the test?

If yes, does the test supply the --cacert option to specify additional
certs? Where do these additional certs come from?

Obviously this bug is preventing people from submitting some rules. :(
