[HTTPS-Everywhere] Preparing an HTTPS Everywhere release tomorrow or Monday

For me, the following unmerged rules would be very nice to have:

finished yet
Washington Post (https://github.com/EFForg/https-everywhere/pull/2043)
Spreadshirt (https://github.com/EFForg/https-everywhere/pull/1813)
ÖBB (https://github.com/EFForg/https-everywhere/pull/1725)
SBB (https://github.com/EFForg/https-everywhere/pull/2109) => There are
still a lot of similar false positives. May be we should recheck them all.
Netflix (https://github.com/EFForg/https-everywhere/pull/2101)
SV (https://github.com/EFForg/https-everywhere/pull/1892)
sogou (https://github.com/EFForg/https-everywhere/pull/1916) if this is
okay with https://github.com/EFForg/https-everywhere/issues/1000
