IIRC, the difference is that Chrome refuses to let the user install a
.crx from a non-Chrome-store site, so we have no choice but to go
through the store.

Micah suggested that we move HTTPS Everywhere to AMO a couple months
ago, but I don't think we reached a decision on what to do.

I think I'd support putting it in AMO but keeping the link on our
website to the EFF-hosted download.
