[HTTPS-Everywhere] 4.0dev11 slowing Firefox down

I can confirm it on Debian sid x86_64 with Iceweasel 24.0b1, it's happening
to me too.. Oddly, it's not happening on Windows 8 x64 with Firefox 23.0.1
