[HTTPS-Everywhere] No rules, can't update, can't remove

Hello,

I've used HTTPS Everywhere for a long time and recently ran into some 
problems. I'm not sure if support is available here, but at least you 
will have a bug report:


The icon appears in the Add-on Bar, but:
  * FF doesn't load httpS pages automatically for any sites, including 
nytimes.com and others that used to go to httpS.
  * The list of rules is blank
  * HTTPS Finder prompts me to add a rule for sites that used to have 
rules. When I try to add a rule, it asks if I want to overwrite the 
existing rule.
  * I clicked 'Restore Defaults' on the HTTPS Everywhere rule interface, 
but nothing happened; the list is still empty.
  * In Add-ons Manager, if I click Remove under HTTPS Everywhere and 
restart FF (I thought I would remove and re-install) the extension 
merely becomes disabled.



My system:
  * Win7 x64
  * Firefox 17.0 ESR
  * HTTPS Everywhere 3.0.3
  * HTTPS Finder 0.85
  * ~40 other extensions



A little history, in case it helps:

1) Back story: Using Firefox 10 ESR, I updated my ~40 extensions (not 
all had updates, of course). HTTPS Everywhere and HTTPS Finder (along 
with Ghostery and CSFire) had problems: IIRC Add-ons Manager displayed 
them twice, once enabled and once disabled, and they weren't 
functioning. I disabled the active items and they then appeared twice as 
disabled. I ran out of time and left it in that state; after a few FF 
restarts later over the next few days, they all started working 
normally. I didn't complain.

2) Back story part 2: I updated FF to version 17 ESR. Now Add-ons 
Manager was shot completely; it showed only 'Get Add-ons' in the 
navigation panel and no content. I deleted extensions.ini, .log, and 
.sqlite, and all returned to normal.

3) After using 17 ESR for roughly a day, I updated addons and all but 
HTTPS Everywhere updated fine. Its download status bar completed but 
Add-ons manager displayed "There was an error installing 
HTTPS-Everywhere". Retrying got the same results.

4) HTTPS Everywhere reached its current state.
