[HTTPS-Everywhere] https-everywhere slow with LibreJS on

Perhaps UserTrust's OCSP server is timing out?  While the bug remains
reproducible for you, it should be possible to test that hypothesis by
disabling OCSP checking (Edit->Preferences->Advanced->Encryption->Validation),
and seeing if that fixes the performance problem.
