[HTTPS-Everywhere] An option to search www.google.com instead of encrypted.google.com

I just committed a ruleset to git master which is disabled by default but
which, if enabled, will switch the user over from
https://encrypted.google.com/ to https://www.google.com for searches.

Note that the order in which rulesets are applied happens to be alphabetical
by ruleset filename.  This is the first case in which that has mattered.
