[HTTPS-Everywhere] 2012.2.9 for Chrome released (now installable on Chrome 17 stable)

This release works on Chrome 17.0.963.37 and later, which as of yesterday is
the stable version of Chrome.  This is still an alpha, of course.  Please let
us know when it breaks!
