[HTTPS-Everywhere] 2.0dev1 SSL observatory interface bug

If the checkbox "When you see a new certificate, tell the Observatory
which ISP you are connected to" is unchecked, it will be checked again
automatically the next time the preferences dialog opens, e.g. the
preference is not saved correctly.
