[HTTPS-Everywhere] Feedback and feature request for Preferences window

Hi

I would like to activate all rules for sites using cacert.org. As a
workaround it would be usefule if I could sort the rules by clicking on
"Notes". Another solution would be to me if the search would aplly to notes.
