[HTTPS-Everywhere] Portuguese

 Good morning,
I'm an electronic engineer and I've seen that you don't have HTTPS Everywhere in Portuguese.

I think I can contribute translating it from English to Portuguese.

Attached is a a Portuguese (pt-br) translated version of https-everywhere.dtd
 As I didn't know the appropriate editor, I have edited the files with a text editor and saved as *.pt
Please have a look to see if the structure is ok.
