[HTTPS-Everywhere] Portuguese Government Ruleset

Hi,

Attached please find a simple ruleset to use with the 3 main
Portuguese government pages.

I'm however having a "bug" with the exclusion rule for mobile pages
(which doesn't work properly with https):

<exclusion pattern="^http://www.portugal\.gov\.pt/PortalMovel/" />

The main mobile page is: http://www.portugal.gov.pt/PortalMovel/Pages/Menu.aspx

Where am I failing?

Besides this, on all my tests everything seemed to be working ok.
