That's a great idea.  We could also do it in the Makefile, so that xpis won't
build with invalid rules.

Amazingly I intended to add the NYTimes change to the 0.9.1 stable release but
(perhaps fortunately) I missed it.  The moral is that I probably shouldn't be
pushing releases late at night, even if there are trivial bugs to fix :)
