At the very least, you are using * wrong. It means "0 or more of the
previous expression". Thus your expression [1] matches
"http://personal.stevens.edu/" and "http://personal.stevens.edu/~~~~~~~" but
not "http://personal.stevens.edu/~icordasc".

I think you mean http://personal.stevens.edu/~.* .
