[HTTPS-Everywhere] Guardian Project Rule

All,

I would like to submit the following rule for the Guardian Project for
inclusion in HTTPS Everywhere.

The Guardian Project works to provide security, privacy and anonymity
for mobile phone users.  They created Orbot (Tor for Android), are
developing OtrChat (which incorporates both Tor and OTR) and help to
provide self defense solutions regarding cell phone surviellance
(https://ssd.eff.org).
