[HTTPS-E Rulesets] HTTPS Everywhere Chrome 2014.4.16 released

This replaces the (broken) 2014.4.14 build! I haven't released it to the
Chrome web store yet just to be safe, but Chrome users can beta-test it
by downloading from
https://www.eff.org/files/https-everywhere-chrome-2014.4.16.crx.
