[HTTPS-E Rulesets] Need ruleset for digiumenterprise.com

Unfortunately https://digiumenterprise.com/ redirects to their (new?)
parent company in Finland, without HTTPS.  Interestingly,
http://digiumenterprise.com/ redirects to an HTTPS login page.  Should
we be hard-coding that same redirection?
