[HTTPS-E Rulesets] Support international /webhp and /imghp

Currently, things like google.com.sa/webhp and google.com.sa/imghp are
unsupported.  Please fix this by merging with:

git://gitorious.org/httpseverywhere-osamak/httpseverywhere-osamak.git
