[DC-Trade] New IGF Dynamic Coalition on Trade and the Internet

Many thanks Maryant and everyone else for your comments.  They seem to
be mostly compatible, so I will be able to put them together into an
application to the IGF Secretariat this or next week, and copy it to
this list.

I agree that we should continue to focus on the procedural issues. 
However some have expressed interest in giving targetted feedback on
some of the substantive IP/e-commerce issues too.  So I feel we need to
maintain the flexibility to do that in the future, even if it will not
be a focus for now.
