John, this is a matter of accointability and tracking.

The simplest implementation is to combine home router sharing and home VPN in a single package. The router owner can connect everywhere, and get the same connectivity as if he was home. His location remains private, and his traffic protected from prying eyes.

The visitors will also not be traced to the router owner's home. By default, they will be traced to their own home, or to a virtual network managed by a VPN operator. If the FBI wants to know who did what, they will have to ask the VPN operator, who should know which VPN account held what address when.

I think this passes the basic sniff test. It avoids the annoying portal pages, and is easy on the router owners. It also protects the privacy of visitors, which is very desirable.
