Sounds fine.
It'd just have to be a list rather than links to the VPN companies
though... while it'd be OK to allow just traffic to
www.somevpncompany.com, you'd also have to allow payment processor
access, credit card company iframes and so on, plus the credit card
company would log the AP IP as the source of the transaction which could
create trouble for the AP owner.
But as you suggest a static page on port 80 explaining to the user
what's the situation is with that unencrypted connection would be a fine
idea.
