Yep, "user_block" should be the right setting for "userAction" properties.

You shouldn't change "dnt" properties yourself, certainly not to "true".
It's where Privacy Badger stores which domains declared themselves
compliant with the EFF's Do Not Track Policy (https://www.eff.org/dnt-policy
).
