The reason I have been anxious to get the discussion under a Note Well type
regime is that the patent system is even more broken and stupid than is
generally understood.

There was a workshop held a few years back without an IPR regime in place
and afterwards two major corporations said they would not implement because
the proposals were now tainted.

The IPR regime is just there to make sure someone does not do anything that
poisons the well.
