[Manila Principles] Draft CoE recommendation on the roles and responsibilities of internet intermediaries

For those who aren't already aware of it, the Council of Europe's
Steering Committee on Media and Information Society has prepared a draft
recommendation on the roles and responsibilities of internet
intermediaries for adoption by the Committee of Ministers in early 2018.

Although the Manila Principles isn't referenced in it, its influence can
be felt in the draft.  Even so, it isn't fully compliant with the
Principles and there are several problematic sections of the draft,
particularly a repeated reference to an ill-defined "duty of care" of
intermediaries.

EDRi is preparing a response to the consultation which addresses these
deficiencies rather well in my opinion, but they have also said that so
far there has been no other civil society input into the draft, and they
would encourage others to also make submissions by the deadline of
August 25.
