[HTTPS-Everywhere] Small images rules channel

Hi

Is there an update channel for small images rules?

When using a slow, mobile connection it would be nice to have the
images loaded in a bad quality to load the site fast. It would be a
compromise to not loading images. For people who pay per KB it could
even save money.
