[HTTPS-Everywhere] New Release 2017.8.15

There is a new release for HTTPS Everywhere out today.

2017.8.15
  * Incorporating numerous fixes for WebExtensions to work within Firefox
  * Firefox: Creating Embedded WebExtension wrapper to migrate legacy settings
  * Removing legacy XPCOM codebase, unifying Firefox and Chrome codebase
  * Ruleset updates

This release introduces the WebExtensions codebase to our Firefox users.  This will migrate old HTTPS Everywhere settings into the new HTTPS Everywhere 'Embedded WebExtension'.  Please restart your browsers when you receive this update if you have settings you wish to save.

This is the first step in making HTTPS Everywhere for Firefox with the current standard extension framework.  This means that there is one unified codebase for both Firefox and Chrome users, and as such we've unified the versioning as well.  We will be moving to full WebExtensions in the next months for Firefox, to allow the maximum number of users to have migrations performed.

This version also removes the Decentralized SSL Observatory from Firefox, since the new extension framework does not allow us to inspect certificates.  We'll likely add this back in the future if the framework allows.
