[HTTPS-Everywhere] New Release 5.2.4 / Chrome 2016.9.1

Hi.

On a computer with Chrome 53 stable on Ubuntu 16.04, the new version was
“corrupted” and disabled. Repair did not “repair” it. To
enable chrome://flags/#enable-md-extensions and restart Chrome made it
possible to enable the extension, and seemingly “repairs” it.

Regards,
Joakim
