[HTTPS-Everywhere] New Release Chrome 2016.7.19

There is a new release for HTTPS Everywhere for Chrome out today, version 2016.7.19.

This fixes a bug where our new icons were not included in the release from yesterday (v. 2016.7.18), making Chrome & Chromium unable to successfully install the extension.  If you attempted to upgrade your extensions since yesterday afternoon, Chrome would not be able to install the newer version, but the older version should have continued to work properly.

You should be able to upgrade normally to the newest release once it is available after the Chrome review process.

This bug does not affect HTTPS Everywhere for Firefox or Firefox Android.  The buggy version was also not pushed to Opera, so Opera will not be affected either.
