[HTTPS-Everywhere] New Release 5.1.3 / Chrome 2016.2.18

PSA: There were a *few* issues with the Firefox & Chrome releases deployed last Thursday.  We are working on fixing the issues and will deploy a new release this week.  Sorry for the inconvenience!
