[HTTPS-Everywhere] https redirect issue

Looks like it redirects over and over again.

Firefox NON ESR latest.  Tried on Windows 7 and Linux, both 64bit.

I posted to the observatory list.  The response was to post here and this:

The problem doesn't appear to be with their certificate, but with the
combination of HTTPS Everywhere's ruleset and their redirect which HTTPS
Everywhere can't detect as a redirect.
