[HTTPS-Everywhere] Problem with install-dev-dependencies.sh

This is an Ubuntu-specific issue. See 
https://bugs.launchpad.net/ubuntu/+source/python-pip/+bug/1306991 for 
more information.
You can circumvent it with the workaround described in comment #8 and 
run ./install-dev-dependencies.sh again.
