[HTTPS-Everywhere] New stable release: 4.0.3 / Chrome 2014.1.22

I've pushed a new stable release to all channels: 4.0.3 and Chrome
2014.1.22 (same rulesets in both). If you have the stable version of the
extension installed it should auto-update.

The main change is a fix to the SSL Observatory code to restore
certificate submission, which was broken in the latest versions of Firefox.
