[HTTPS-Everywhere] Proposal: Auto-notifying contributors on release

Hey all,

I would like to make it part of our release process to get the log
of commits for each release. When we post release announcements to
the mailing list I'd like to CC all contributors with commits going
into that release.

Any objections, ideas, modifications?
