[HTTPS-Everywhere] FBB rule is broken

The HTTPS-Everywhere rule for http://foundationbeyondbelief.org/ is not 
marked "partial," but it doesn't quite work. The three links on the top 
don't scroll the page down as they do on the non-secure page.
