[HTTPS-Everywhere] Ruleset Changes Without Restart

There’s been a lot of work done recently about the format of the ruleset
library, and I’m not in a position to follow it closely.

I just want to point out that it is really really really annoying to have
to restart the browser every time I change a ruleset. I hope someone is
working on changing this. If that happened, I would probably spend more
time working on new rulesets.
