[HTTPS-Everywhere] 4.0dev11 slowing Firefox down

This issue was caused by HTTPS Everywhere rewriting an OSCP request for
google.com, which caused an infinite OSCP request loop. Here's the bug
for more details: https://trac.torproject.org/projects/tor/ticket/9713

It's been fixed in 4.0dev12, so you can update now.
