[HTTPS-Everywhere] Favicons in Chrome

Hello again,

I've created a patch which displays favicons next to rules. Favicons come
from local cache; no network requests are made. This builds off my prior
"chrome-updates" branch.

Tested on Windows 8 and Xubuntu 13.04.
