[HTTPS-Everywhere] Trac keyword and query URL for ruleset bugs

We've had a couple of contributors wander into #https-everywhere on
irc.oftc.net and ask how they could help. Beyond writing new rules, I
suspect the easiest way that people can help is diagnosing and fixing
ruleset bugs, but unfortunately it's not easy for new folks to find
these bugs in the normal HTTPS-Everywhere trac report amongst the
addon's other bugs.

In an attempt to improve this situation, I've gone through the
HTTPS-Everywhere bugs and tagged ones that were obviously ruleset issues
with 'httpse-ruleset-bug'. I've also created a trac report for this
keyword at: https://trac.torproject.org/projects/tor/report/48

If you forget that url, you can find a link towards the bottom
of the list of Tor's trac reports, which should be easy to find:
https://startpage.com/do/search?query=available+reports+tor+bug+tracker

If you're reporting a ruleset-related bug on trac, please try to
remember to place httpse-ruleset-bug in the Keyword field so it will
show up in that report for others to find.

Also, if you'd like to solve some of the bugs in that report, we sure
could use the help! :)
