my understanding is that the https everywhere git repo is at
git://git.torproject.org/https-everywhere -- what do you mean by a "pull
request" in that context?

I'm cc'ing -rules here as well.
An updated patch for MF/PL rules (superceding the earlier one) is
attached. It includes https://live.mayfirst.org, which has been
offering the HSTS header for quite a while now.
