[HTTPS-Everywhere] Pastebin.ca fix Pull Request

As was mentioned back in January, pastebin.ca doesn't seem to support HTTPS
anymore. As such, I've edited the rule to default_off. You can pull the
commit from the "graff" branch here:
git://gitorious.org/https-everywhere-fork/https-everywhere-fork.git

For reference, Christopher Liu seems to have brought this up first. I just
encountered it recently and decided to fix it.
