[HTTPS-Everywhere] Patches for Chrome GUI

Update for Chrome 19 (dev channel). It might break the Chrome
look-and-feel on older versions (it would just be native OS checkboxes
instead of Chrome-flavored checkboxes). I've contacted a Chrome
developer who seems to be active in those CSS files to see if I can
get a clarification on what is safe to use in an extension.

An attempt to emulate the site information box (when you click the
globe or lock in the left side of the Omnibox / URL bar). It basically
just increases some of the padding and lightens the horizontal rule
color.
