[HTTPS-Everywhere] Patches for Chrome GUI

I have some changes you may be interested in pulling. One improves the
presentation of the popup in Chrome. I tried to make it look more visually
appealing and native to Chrome. It's not perfect, but I think it's a good
start. Feedback is welcome.
