[HTTPS-Everywhere] Chrome 17 with WebRequest API out

We will have a Chrome beta release shortly after this bug is fixed:

(until then, any page that redirects HTTPS back to HTTP causes an infinte loop
in Chrome + HTTPS Everywhere)
